SUMMARY

The role of the Certified Marine Chemists (CMC) is to oversee the companies confined space program under 29 CFR 1915 Subpart B, C, D, & H and any applicable state or local regulations. The CMC maintains a valid certification and is in good standing from the National Fire Protection Association (NFPA) to perform inspections IAW NFPA standard 306. The CMC manages all shipyard competent persons (SCP) and test performed under their prevue as well as ensuring all SCP's are trained to the minimum OSHA standards.

ESSENTIAL FUNCTIONS AND DUTIES

  • Confined space atmosphere checks and tank postings,
  • Inert gas use and purge verification for both welding and inerting
  • Gas free compartment checks for shipboard and facility areas
  • Ownership of maintaining applicable policies and procedures related to ventilation, confined spaces, hot work safety, fire prevention, and atmosphere monitoring.
  • Inspections include but are not limited to vessels, pontoons, barges, caissons, floating assets, facility pipelines, pits, manholes, trenches and other facility assets. Inspections may cover all NASSCO sites as well as offsite locations where NASSCO has contracted work.
  • The CMC is required to spend time in the shipyard climbing, crawling, and must be able to physically enter all tanks and confined spaces in the shipyard to perform their task as well as perform office duties in relation to CMC activities.
  • Ability to interact professionally with all levels of management and employees on site
  • Creating initial Marine Chemist certifications
  • Performs daily calibrations on gas free test instruments and/or gas detection monitors and logs calibration results
  • Excellent communication (verbal and written) and interpersonal skills
  • Takes corrective action in the event of adverse inspection results and/or test results
  • Review current literature and trade publications in order to remain current regarding all OSHA and other applicable health and safety standards and regulations.
  • Establish a close working relationship and communicate with department, area and ship managers on a regular basis.
  • Other responsibilities and duties as assigned

SKILLS AND QUALIFICATIONS

  • Minimum two (2) years of shipyard experience and possess the following certifications:
    • Certified Marine Chemist Qualification
  • Must have basic knowledge of technical principles, theories and concepts in the field and their practical applications to problems and situations ordinarily encountered including:
    • Applicable Federal and State OSHA regulations;
    • Applicable NFPA standards;
    • Techniques used to recognize health and safety hazards;
    • Working with hazardous materials;
    • Ship configuration;
    • Shipyard operations;
    • Safe operation of tools and machinery;
    • Use of computer software programs (MS Office, iOS applications)
  • Ability to provide solutions to routine technical problems
  • Must be able to pass pre-employment drug screening and background check
  • Safety sensitive position will require random drug and alcohol testing
  • Must be able to obtain access to Department of Defense sites (DBIDS)
  • Ability to communicate effectively, in both oral and written applications in order to successfully interact with safety representatives, management and employees
  • Able to pass written exam based on skills listed.

PHYSICAL DEMANDS

Work occurs in both an outdoor shipyard environment and in an office setting.Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, ability to focus and the ability to distinguish color. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing.Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities.Position requires employees to carry, raise, lower, push or pull objects up to 50lbs. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces.Position requires the ability to walk on scaffolding and work at heights aboard vessels under construction or repair. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 70% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.

PAY SCALE

$110,000 - $142,300

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
